PROBLEM TO BE SOLVED: To accurately measure the characteristics of a sample battery and avoid damage to the battery by preventing a surge current flowing to the battery from a bias circuit when testing a battery by charging and discharging, relating to a bias circuit. SOLUTION: A series circuit of a switch S and a resistor R is connected in parallel with a series circuit of a blocking diode D1 and a bias power supply CE1, and this circuit is series connected to a sample battery CET. The whole circuit thus made up is connected to a charging and discharging circuit CV of a battery consisting mainly of a bidirectional DC-DC converter.
