PROBLEM TO BE SOLVED: To allow users to participate in a multi-user application across a large-scale network 39 from the whole country, by overcoming bandwidth restriction of a network backbone 10. SOLUTION: This system has the following functions to minimize the load of the backbone. (1) Fully distributed system architecture assigns resources between servers 22 serving a remote position and thus helps each of application environments to participate from the whole country. (2) Occurrence zone of many problems is restricted among the application environments and thus only related data, which can be provided to each of participants 1 to 100 among specific application environments, are transmitted across the network backbone. (3) Seamless multi-user management helps mutual operation to be executed across the geographical boundary between the application environments, without the continuity between the participants scarified or without the number of post cards enormously increased.
