PROBLEM TO BE SOLVED: To provide a system and a method for effectuating selective triggerless local number portability(TLNP) in a telecommunications network having radio and a cable. SOLUTION: When an IAM(initial address message) message received from a MSC(mobile switching center) of a cellular network is as in the following, a TLNP processing is performed in a call and the message is repeated to the cable line of the network. A dialed number is portable and, is already ported and DPC(destination point code) does not exist in a DPC/LRN data base table, and DPC exists and LRN exists in the DPC/LRN data base table. In the other case, the TLNP processing is not performed and the message is repeated to the cable line network as an original dial number as it is.
