PROBLEM TO BE SOLVED: To prevent the fraudulent copying of information data recorded on an optical disk. SOLUTION: In an EFM signal transmission device 100, an information reproducing means 110 reproduces information data recorded in a master optical disk 210. An EFM modulating means 120 generates an information data section by subjecting the reproduced information data to EFM modulation processing. Then, a reproduction inhibition section composed of a bit pattern for generating a 2T signal is inserted into a sector designated by 2T signal insertion information 220, and an EFM bit pattern is formed, in which the reproduction inhibition section is inserted into the information data section. An EFM outputting means 130 outputs the EFM bit pattern according to a channel clock. A laser beam recorder 300 emits a laser beam to an optical disk original 230 according to the output signal of the EFM outputting means 130, and prepares an original disk by engraving pits.
