PROBLEM TO BE SOLVED: To properly retrieve a Web page by setting minute conditions for each topic of retrieval, easily set the minute conditions required for the retrieval, and adaptively improve retrieval efficiency when retrieval result is insufficient. SOLUTION: With the usage of evaluation reference data wherein minute conditions can be set for each of the topic of the retrieval, interest of the user can be delicately and properly reflected in a retrieval process. The evaluation reference data is stored in a storage device, thereby making the evaluation reference data easily reusable. By evaluating a link of the Web page with the evaluation reference data, the Web page desirable as a retrieval object is given priority to be read. Thus, effective and proper retrieval can be achieved. When the retrieval result is insufficient, a common attribute of the insufficient Web page is picked out, and a condition not to fulfill the common attribute is newly added. Thus, the evaluation reference data can adaptively updated.
