SOLUTION: An image signal processing part 110 converts an SD signal into an HD signal. A space class and a motion class are detected from pixel data of a tap corresponding to an attentional pixel in the HD signal, which is selectively taken-out from the SD signal. A memory bank 135 stores coefficients data and term selecting information concerning respective classes. A coefficient generating circuit 136 generates coefficient data Wi in each class through the use of a generation formula which consists of terms selected by term selecting information based on coefficients data in the respective classes and the values of image quality adjustment parameters h and v. An arithmetic circuit 127 calculates pixel data of the attentional pixel in the HD signal through the use of an estimation formula from data xi of the tap corresponding to the attentional pixel in the HD signal, which is selectively taken-out from the SD signal, and from coefficient data Wi which is read from a memory 134 by a class code CL.
