PROBLEM TO BE SOLVED: To provide a start/finish control device of a resident process controllable without generating contradiction in a start or finish environment of the resident process. SOLUTION: This device is characterized by being constituted with a start/ finish order definition part 11 for classifying plural resident processes so as to belong to some of plural groups having dependence at the start/finish time respectively, and defining the order of start/finish of the plural resident processes, a start/finish control means 21 of the resident processes for controlling start and finish of the plural resident processes based on the order of start/finish defined by the start/finish order definition part 11, and a start/finish result retrieval means 22 for retrieving, when start control or finish control of some resident process is executed, whether another resident process which can not be stated or finished, in spite of having the order of higher priority for start/ finish control than the resident process, exists or not in a group to which the resident process belongs.
