PROBLEM TO BE SOLVED: To provide a variable driving force block in which the driving force can be altered through alteration of interconnection, and a design method employing it. SOLUTION: In the variable driving force block VOR, driving force of the inverter circuit in a second sub-block S2 is set two times as high as the basic driving force of the inverter circuit in a first sub-block S1. The basic driving force is set when an output line is taken out from a first output terminal provided on a first output connection line O1, a driving force two times as the basic driving force is set when an output line is taken out from a second output terminal provided on a second output connection line O2, and a driving force three times as high as the basic driving force can be set when an output line is taken out from third output terminal because it is connected with both first and second output connection lines O1 and O2.
