PROBLEM TO BE SOLVED: To provide a large capacity information storage medium where a user can easily identify contents stored in the information storage section such as an optical disk by means of visible information formed on an outer face of a cartridge (a container section) containing the information storage section and to provide an information recording and reproducing device and an information recording and reproducing system for recording/reproducing information of the information storage medium. SOLUTION: The information recording medium 1 consists of an information storage section 2 that stores information and the container section 3 that houses the information storage section. A visible information recording section 10 on which identification information to identify information stored in the information storage section can be recorded as visible information through a chemical change is placed on an outer face of the container section.
