PROBLEM TO BE SOLVED: To provide a panel heater for a liquid crystal display device which can prevent electrolytic corrosion reliably by effectively protecting a transparent conductive film and enhance the display quality of a liquid crystal display panel. SOLUTION: The panel heater has >=82% transmittance. A transparent conductive film 3 is formed on the surface of a substrate 2 and a protective layer 6 consisting of an inorganic film 7 and an organic film 8 is formed on the surface of the transparent conductive film 3.
