PROBLEM TO BE SOLVED: To overcome such a problem that an allotment system for adding an element except a service schedule time is necessary since it is required to consider a preparation state at the side of an aircraft such as the existence of a request for takeoff, landing and movement on the ground from the aircraft and the existence of giving permission, etc., though the service schedule time order of the aircraft is regarded as the most important thing in giving a priority degree to the aircraft concerning a conventional aircraft takeoff and landing order allotment device. SOLUTION: The allotment calculation of takeoff, landing and ground movement is performed by three stages, i.e., the allotment of the permitted aircraft, the allotment of a permission waiting aircraft and, then, the allotment of the aircraft without the request. In each stage, allotment calculation is performed by making the duplication extent of a runway or a taxiway minimum as the first priority and the schedule times of takeoff, landing and ground movement to be the second priority.
