The invention provides an Erbium doped heavier metal oxide glass for optical fibers or waveguides, the optical fibers or waveguides made from the glass and the optical amplifier utilizing these elements, wherein the glass comprises 60-89 wt.% of one or more heavier metals selected from Te, Bi, Se, Pb, and Sb, and 0.05-10 wt.% Er>2<O>3<. About 0.5-11 wt.% of various oxides were added as hydroxides for adding OH group as an attenuating agent. Based on the oxide, about 0.5-9.95 wt.% of Yb was further added into the glass as a sensitizing agent. The glass according to the invention has solved the problem relating to the excited state absorption of ?4>I11/2 energy level of Er and the new conflicts between Er and Yb as a sensitizing agent, as well enhanced the magnification and bandwidth of the optical amplifier utilizing these optical elements.
