A different decoding result is produced depending on the presence/absence of alteration information integrated with encoding information shared by the receiving side by transmitting one piece of encoding data. A multiple quality data creation encoder comprising a modeling unit (502A') for acquiring data value (503) and a parameter (504) by modeling an inputted data sequence (501) and an encoding unit (505') for encoding the output, and a code transmitting unit (506') for transmitting the output, further comprising (a) a setting altering unit (523A) for issuing an instruction to alter either the data or the parameter according to alteration information (521) and at least one of (b-1) a data operation unit (530A) for operating the data value (503) or the parameter (504) outputted from the modeling unit according to the alteration information specified by the setting altering unit and outputting it to the encoding unit and (b-2) a code operating unit (531A) for either acquiring the result of the altered encoding by issuing a predetermined alteration instruction to the encoding unit or operating the output of the transmission code transmitted by a code transmitting unit according to the alteration information specified by the setting altering unit and transmitting it. A corresponding decoder is also disclosed.
