PURPOSE: Provided is a water soluble acryl-based emulsion adhesive having excellent water resistance and heat resistance and comprising a crosslinking system of adhesive, a surfactant, and a tackifying agent. CONSTITUTION: The water soluble acryl-based emulsion adhesive comprises a rubber-based polymer as a main component, a methacrylic acid and ethylene glycol diglycylether as a crosslinking agent, a mixture of 85-97 wt% of methacrylate, 2-10 wt% of lactam, 0.3-1.0 wt% of sulfonate which is anionic surfactant, and 0.2-1.5 wt% of hydroxyl compound which is nonionic surfactant as surfactant, and at least one selected from rosin-based resin, terpene resin and fabric resin as tackifying agent. The tackifying agent has a softening point of 70-160 deg.C.
