PURPOSE: An apparatus for controlling tension of a belt wrapper in a cold rolling plant is provided to control tension, feedback control a tension cylinder, automatically control a pneumatic control valve and history manage control amount for a coil by installing a bypass line separately from a pneumatic line to adjust tension in manual and automatic modes. CONSTITUTION: The apparatus for controlling tension of a belt wrapper in a cold rolling plant comprises a pneumatic line equipped with two manual valves(18) controlling compressed air supplied to a tension cylinder(4) from an air line, and a pneumatic control valve(17) installed between the two manual valves(18); a bypass line(27) which is connected to the pneumatic line in a row to selectively bypass the compressed air, and which is equipped with a bypass valve(19); a manometer(26) for indicating pressure of the compressed air passing through the pneumatic line, and a pressure detecting sensor(20) for detecting pressure; a tension cylinder position detecting sensor(25) for detecting displacement amount of the tension cylinder(4) displaced by the compressed air supplied through the pneumatic line or the bypass line(27); and a tension controller(14) for controlling pressure of the tension cylinder(4) by controlling the pneumatic control valve(17) based on pressures inputted from the pressure detecting sensor(20), positions of the tension cylinder(4) inputted from the tension cylinder position detecting sensor(25), field manual set values(22), remote manual set values(23) and instruction values.
