PROBLEM TO BE SOLVED: To provide active water for suppressing the generation of scale, slime and green algae in circulating water in the circulating route of the interior of a cooling tower and heat exchange machinery without using chemicals, capable of effectively preventing the lowering of heat efficiency generated by the fixing of them to the contact part with circulating water, excellent in economical efficiency and capable of suppressing the generation of an environmental problem, an active water making apparatus capable of obtaining active water and a method for removing scale, slime and green algae of the cooling tower using active water and preventing the adhesion of them. SOLUTION: The active water making apparatus is constituted so as to pass raw water through a treatment cylinder filled with at least special ceramic particles using shirasu fine powder, a parmanent magnet and magnetite ore particles. The special ceramic particles are prepared by kneading shirasu fine powder, an inorganic binder and water and granulating the kneaded mixture and baking the obtained granules. Active water and the method for removing scale, slime and green algae and preventing the adhesion of them using active water are also disclosed.
