PROBLEM TO BE SOLVED: To provide a method and an apparatus for dehydrating sludge where a dehydrated cake of high SS-recovery rate and of low water content can be obtained by effectively carrying out the two-stage aggregation dehydrating processes in a simple operation using an optional flocculant. SOLUTION: Sludge to be treated 7 is introduced to the primary aggregation part 1 to be aggregated at the first stage by adding a first flocculant 8 and a pH adjusting agent 9, and the first aggregated floc is introduced to the primary dehydrating machine to be dehydrated at the first stage. The secondary aggregation is carried out through kneading by adding a second flocculant 15 to the primary dehydrated cake at the secondary aggregation part 4, the secondary dehydration is carried out by introducing a secondary aggregation floc to the secondary dehydrating machine, and a filled dehydrated cake 25 of low water content is obtained.
