PROBLEM TO BE SOLVED: To provide a cosmetic capable of giving moistness and smoothness to the skin and exerting a hair-protecting effect while maintaining high safety, and usable as cosmetics, medicaments, quasi-drugs, bath preparations or the like. SOLUTION: This cosmetic is characterized by containing an extract (Kappaphycus extract) that is obtained by subjecting the whole sea algae of Kappaphycus alvarezii and/or Kappaphycus striatum to extraction with water, a monohydric alcohol, a polyhydric alcohol or a mixed solvent thereof, or powder that is obtained by grinding the above whole sea algae.
