PURPOSE: A device for forming intake swirl for a two-stroke engine is provided to improve fuel efficiency and to reduce exhaust gas by improving the mixture of air and fuel in a low speed and filling a large amount of air in a high speed. CONSTITUTION: A device for forming intake swirl for a two-stroke engine is composed of a rotary valve(5) rotated to vary the sectional area for air passing of an intake port(3), and a hydraulic actuator(8) for operating the rotary valve(5). The hydraulic actuator(8) operates the hydraulic actuator(8) to expand the sectional area for air passing of the intake port(3) when the pressure of an engine oil is high, and to reduce the sectional area for air passing of the intake port(3) when the pressure of an engine oil is low.
