PURPOSE: An incombustible complex panel and an incombustible decorative complex panel using the incombustible complex panel are provided to achieve multi purpose panel expressing good fire resistance and shock resistance properties and allowing the construction on a curved plane. CONSTITUTION: The incombustible complex panel consists of a substrate layer and an aluminum sheet or a steel plate coated with zinc as a reverse layer(31) of the substrate. The substrate layer is formed by impregnating or coating fabric or non woven fabric of inorganic fiber or paper substrate(12) with a thermo setting resin selected from a group of phenol resin, phenol metamorphosis resin, phenol-urea metamorphosis resin, melamine-urea metamorphosis resin containing an inorganic filler containing yellow soil.
