PURPOSE: A method for forming underground structure is provided by applying circular steel pipes to form a connection and a crossing passage having inlet and outlet, respectively, to result easy access and reduction of constructional expense. CONSTITUTION: The method comprises generally several stages of forming a vertical starting and a vertical reaching cavities(101,103) from both surfaces of a road or railroad into the ground; introducing necessary equipments to excavate, prevent collapse and pressurize into the starting cavity(101) and installing a resist wall(22) to support and secure the compression equipment; driving the collapse-prevention equipment in horizontal direction under the ground(100) to form a horizontal tunnel(102); and excavating the horizontal tunnel(102) and discharging the soil and the earth through a conveyor belt(18) and railway carrier(19) and to the vertical starting cavity(101) and removing the soil and the earth with a help of a crane(30).
