PROBLEM TO BE SOLVED: To provide a valve-timing control device for internal combustion engine, capable of surely preventing generation of rattle from a timing change operation part and maintaining the relative positioning of a chain sprocket with a cam shaft in the initial positioning, when the engine is at start stage. SOLUTION: An eccentrically rotating gear 7 is installed between a housing 5 and a rotor 17, and the housing 5 is furnished with first internal teeth 4, while the gear 7 is furnished with first external teeth 6 in number one less than the number of the internal teeth 4. The gear 7 is furnished with second internal teeth 16, while the rotor 17 is furnished with second external teeth 18 in number one less than the number of the second internal teeth 16. The flank of each tooth is made into a form consisting of a trochoidal curve. The rotor 17 is rotated relative to the housing 5, while working oil is supplied in suction to between the internal teeth 4 and 6 and external teeth 16 and 18 and is made to exhaust therefrom appropriately. In case the supply oil pressures in all regions of the periphery of the eccentrically rotating gear 7, for example at the time of engine stall, have become the exhaust passage pressure, the external teeth 18 get over the crests of the internal teeth 16, and the rotor 17 returns to the initial position.
