PROBLEM TO BE SOLVED: To provide a composite culvert material without sinking and lowering permeability by the composite culvert material capable of carrying out culvert laying work without bing influenced by climate or weather, external pressure or activity of bacteria. SOLUTION: The pressure resisting composite culvert material is constituted by combining an underdrainage pipe with a water permeable layer and solidifying a filler for forming the water permeable layer, and the propagation of bacteria is prevented by dispersing an inorganic compound having a copper ion to the inside of the filler for forming the water permeable layer.
