<p>PROBLEM TO BE SOLVED: To make a method for decoding direct current component coefficient adaptively changeable. SOLUTION: Since a bit stream in which the encoding accuracy (number of bits) of a direct current coefficient (DC coefficient) of DCT coefficients is switched in the unit of sequences, GOPs, pictures, or slices in accordance with a required picture quality is outputted from an encoder, the decoder shown in Fig. 15 is constituted to receive the decoding accuracy (number bits) of the direct current (DC) coefficient of the DCT coefficient in the unit of sequences, GOPs, pictures, or slices and to adaptively change the method for decoding direct current component coefficient.</p> |
