PROBLEM TO BE SOLVED: To realize setting of a reference position of an opening and closing body immune to incidents which normally affect the setting such as fluctuation of voltage at the power source, and thereby prevents setting error as much as possible. SOLUTION: In the process of opening a shutter, a processing means 3 judges that a shutter is fully opened when load on an opening and closing machine M is detected, and have a memory 5 memorizes a reference pulse-count value which indicates the full-open position. At this setting of the full-open position, if voltage value at the power source detected by a power source detection means 4a fluctuates, a power source state judgment means stops the setting of the full-open position. With this, even though the fluctuation of voltage at power source is caused in the course of opening the shutter, error to set a mid-position as the full-open position can be prevented.
