PROBLEM TO BE SOLVED: To provide a cosmetic containing a silicone oil as the oil agent and formulated with powder, improved in emulsifiability and emulsion stability and both the dispersibility, usability, and stability of the formulated powder. SOLUTION: This cosmetic contains (A) a fructo-oligosaccharide fatty acid ester and (B) a silicone compound of general formula (1) (wherein, R1 is a 1-30C alkyl, aryl, aralkyl or fluoroalkyl or an organic group containing polyoxyalkylene group; R2 is a polyoxyalkylene group; R3 is an organosiloxane group of general formula (4); and (a), b, c, h and n are each a specific number).
