PROBLEM TO BE SOLVED: To enable reading control information by a control information process means and reading image information by an image information process means to be carried out concurrently without requiring a complicate process. SOLUTION: An external CPU 35 judges that a command header in a buffer circuit 21 reaches the number of bytes set to a byte width designation register 33 when a flag 41 is active, and reads the command header from the buffer circuit 21 through an open gate circuit (any one of circuits 23-29) by one accessing. A rear stage unit reads JPEG data of one byte from a register indicated by a pointer register 32 in the buffer circuit 21 through a selector 37. The register indicated by the pointer register 43 changes every time the reading by the rear stage unit finishes. When both the external CPU 35 and the rear stage unit are to read the command header in the buffer circuit 21 and the JPEG data simultaneously, the reading by the external CPU 35 is carried out earlier, and the reading by the rear stage unit is carried out after the reading by the external CPU 35 finishes.
