PROBLEM TO BE SOLVED: To reliably prevent the skid of a base carrier of lower machinery of a hydraulic excavator. SOLUTION: Each of anchor tools 25 and 25 is provided at one end of each of arms 11 and 11, whose other ends are supported turnably on the lower machinery 2 and which oscillate up and down, and hydraulic cylinders 13 and 13 are attached between the arms 11 and 11 and the lower machinery 2. The extensional motion of the hydraulic cylinders 13 and 13 makes the arms 11 and 11 descend, and makes the anchor tools 25 and 25 plunged into ground for the purpose of fixing the lower machinery 2 to the ground.
