PROBLEM TO BE SOLVED: To provide a rigid polishing tool easily manufactured at low cost. SOLUTION: This polishing tool is provided with a polishing unwoven fabric 20 formed of a thermoplastic synthetic resin fiber and provided with a polishing material and a base body part 10 having a face part 11a for fitting the polishing unwoven fabric 20 and, at least, comprising thermoplastic resin having a melting point lower than the synthetic resin of the thermoplastic synthetic resin fiber 20. At least, a part of the face part 11a in the base body part 10 is made heat melted, and a part 20a of the polishing unwoven fabric 20 pushed against the face part 11a or the pushed polishing unwoven fabric 20 is pushed in the face part 11a in the heat melted state and locked to the base body part 10 by the solidification of the face part 11a.
