PURPOSE: A common forward supplemental channel is provided to allocate the forward supplemental channel among forward and backward supplemental channels to several calls in common, so that the channel is hold in common to the calls as a time division method. CONSTITUTION: Plural data sub frames are constructed by a time division, including the user data of a plurality of mobile terminal users. A header sub frame unit includes information capable of mapping sequentially the information on the user data of the plurality of mobile terminal users, respectively. The sub frames are processed through channel code procedures such as a convolution/turbo encoding, symbol repetition, block interleaving and long code scrambling etc., respectively, and then multiplexed to a frame. The used long code becomes a common code capable of scrambling the contents by all subscribers related the corresponding forward supplemental channel in the header sub frame and becomes a code allocated to the corresponding subscriber capable of scrambling the contents only by the corresponding subscriber in the data sub frame.
