PROBLEM TO BE SOLVED: To dispense with OTF for quickly carrying out RTK position measurement and to carry out initialization in occurrence of a cycle slip. SOLUTION: In position measuring of a container conveying device position and the like according to kinematic position measuring, an operator changes a course of the container conveying device in the nearest initialization position when initialization is required. In this way, an initial value of double phase difference of a carrier phase in the course changing point is automatically found, and manual inputting operation of address information and the like can be dispensed with.
