PROBLEM TO BE SOLVED: To eliminate the problems of the conventional art of gurgling sound of refrigerant becomes loud, in a second flow-control valve in a dehumidification operation, and that a room-reheating dehumidification operation having a reversed flow cannot be carried out, because the flow control can be effected only in one-way flow, and further that the temperature is controlled within a very narrow range, because the throttle rate in the conventional flow control device is fixed. SOLUTION: A valve element is placed in a valve body, to which a first duct and a second duct are connected. The valve element has a restriction part, constituted of a porous permeable material and a small hole and is rotatable in the valve body. Switching operation is performed, by rotating the valve element for communication of the first conduit with a second conduit via the restriction part, and communication of the first conduit with the second conduit without having to go through the restriction part.
