SOLUTION: A movable treatment vehicle equipped with a treatment apparatus 2 for processing a confidential document into a pulp raw material is circulated around business places of clients desiring the treatment of confidential document, the confidential document is processed into a pulp raw material by the treatment apparatus 2 under very eves of a person in charge of the client side, and the raw material is supplied to a paper making company to produce a recycled paper product.
