PROBLEM TO BE SOLVED: To provide a clearly and beautifully colored hair-dressing cosmetic having excellent preservation stability, light fastness, transparency, appearance or the like, and containing a homogeneously and stably dispersed pigment-based coloring matter. SOLUTION: This hair-dressing cosmetic is characterized in that it contains (A) waxes, (B) 0-93 wt.% caster oil, (C) the pigment-based coloring matter, and (D) one or more kinds selected from the group consisting of a compound containing a polyoxyalkylene chain, such as a polyoxyethylene caster oil, a polyoxyethylene hydrogenated caste oil, a higher fatty acid monoester of a polyoxyethylene hydrogenated sorbitan, a higher fatty acid monoester of a polyoxyethylene sorbitan, a fatty acid ester of a polyoxyethylene glycerol, a fatty acid ester of a polyethylene glycol, a polyoxyethylene alkyl ether, a polyoxyethylene alkyl ether phosphate and a salt thereof, and a fatty acid ester of a polyglycerol.
