PURPOSE: A system and a method for creating printed circuit board processing data are provided to modify numerical value data of a routing by supply a promptly recognizing method without converting a document format and performing a routing process in a virtual space before manufacturing a product in a routing process design program. CONSTITUTION: A routing data editor(20) is provided in a general computer capable of performing a communication necessary for a data transmission. A routing simulation processing unit(23) performs an image process of a routing process result by numerical value data for a routing on a display device(14) by a simulation for creating the numerical value data for a routing corresponded to a process portion necessary for a routing from design data of a printed circuit board in accordance with a selection signal inputted by an input device(13). In addition, a router control unit(24) is provided for transmitting the numerical value data to a router(200) connected by a communication interface(5) when a routing process is requested through the input device(13).
