A wide-waveband optical waveguide amplifier having rare earth ions and an optical medium for containing the rare earth ions is provided by using a electrical poling technique. By applying a predetermined voltage to an optical channel of the optical meduim in the direction normal to the optical path for a predetermined time while maintaining a predetermined temperature, the optical medium turns to be poled so that a waveband width of a fluorescent spectrum of the rare earth ions may be expanded.
