PROBLEM TO BE SOLVED: To provide a powdery dispersing agent which does not stick together in storing by pressure in a package and by moisture absorption. SOLUTION: The dispersing agent contains a copolymer obtained by polymerizing specific vinyl monomers such as a derivative of ethylenic unsaturated carboxylic acid, etc., containing polyoxyalkylene group (a) and specific vinyl monomers such as (meth)acrylic acid, etc., (b) and inorganic powder having Blaine specific surface area of a certain range at a certain weight ratio, where an average of additional moles of a 2-4C oxyalkylene or oxystyrene group and a ratio of monomers (a) and (b) are within a certain range and the copolymer is a monovalent or multivalent salt or their mixture.
