PROBLEM TO BE SOLVED: To provide an eyeball rotating device easy to operate using a simple structure as a means of varying a doll's facial expression, and a doll therewith. SOLUTION: The eyeball rotating device 1 includes eyeballs 6 rotatable about one axis through a certain range of angles, pistons for rotating the eyeballs 6, compressed air cylinders 36 for actuating the pistons, an air pump 21 for supplying compressed air to the cylinders 36, and piping 23 and 26 for feeding the compressed air from the pump 21 to the cylinders 36. The eyeball rotating device is held against an air pump support member 12 and built into the doll. An air pump compression plate 24 mounted on the front face of the air pump 21 built into the doll's torso is compressed by fingers or the like to freely rotate the doll's eyeballs 6 within the certain range of angles to hold eyelids open or closed.
