PURPOSE: An electronic card and a device for changing information thereof is provided to supply an electronic card capable of being checked a partial information portion stored therein through a naked eye of a user. CONSTITUTION: A transmitting/receiving unit(100) receives an electric power and data from an electronic card reader device and transmits/receives a partial information stored in the card. A memory cell(300) stores data. A display unit(400) outputs partial information stored in the memory cell(300) and displays the information for making a user recognize the information. A control unit(200) controls operations of the above elements. The transmitting/receiving unit(100) comprises an electric power receiving unit(120) for receiving an electric power from the card reader and a data transmission unit(110) for performing an information exchange of the card and the card reader. A control unit(200) comprises a CPU(210), an input/output controller(220), and a certification access controller(230) for performing a certification through an information exchange to the card reader and judges as to access permission. The memory cell(300) comprises a ROM(330), an EEPROM(Electronically Erasable Programmable Read Only Memory)(320) for storing a change information or file, and a RAM(310). The display unit(400) comprises a display device controller(410) for performing a control for displaying proper information on the display unit(400) and a display device(420) for displaying changed information.
