PURPOSE: An ECU monitors heater operation for heater disorder to stop engine preheating or warn a driver with a lamp lighting, thereby improving safety and startability. CONSTITUTION: An automobile condition information is detected by a water temperature sensor(110), an intake air temperature sensor(120), an atmosphere temperature sensor(130). A controlling portion(200) calculates a duration time of a heater heating by the detected automobile condition information when an ignition switch is turned on, and analyses monitored preheating device information, and outputs information by a preheating lamp. A first and second relay(400, 500) supplies power for the heater heating switched by the signal of the controlling portion. A diode(700) monitors disorder of the relays and heater connected in parallel with the heater.
