PURPOSE: An emulsion fuel generating apparatus and a control method thereof is provided to project the optimal combustion of a diesel engine and reduce an exhaust gas and a smoke by forming an emulsion fuel chamber in a fuel injection chamber and fixing a water injection nozzle to a portion of the emulsion fuel chamber to generate emulsion fuel by injecting water to the fuel in the chamber. CONSTITUTION: In an emulsion fuel generating apparatus compressing fuel pumped from a fuel tank in a high pressure and sending to a fuel injection nozzle(2), an emulsion fuel chamber is installed in a fuel injection pump(3) and stores fuel supplied from a fuel tank(1), a water injection pump(20) is connected to a side of the emulsion fuel chamber and pumps a water stored in a water tank(5) by the control of an engine control unit(4), and a water injection nozzle is formed at an end of the water injection pump and mixes fuel and water to generate an emulsion fuel which is stored in the emulsion fuel chamber and injected to an engine via the fuel injection nozzle.
