PROBLEM TO BE SOLVED: To control electric power for a memory element while maintaining high performance. SOLUTION: A method for issuing a start-up command to a memory device includes a step of issuing a start-up command to the memory device. The number of start-up commands issued within a time period is counted. It is determined whether the number of the start-up commands issued within the time period exceeds a threshold or not. An issuing speed for the start-up commands is reduced when the number of the start-up commands issued within the time period exceeds the threshold.
