PROBLEM TO BE SOLVED: To provide a refresh method that can remarkably reduce the power consumption of a display screen. SOLUTION: This invention relates to the method for refreshing a display screen at a variable rate that can considerably reduce the power consumption of the display screen. This invention is especially applicable to a device controlled by a satellite such as a mobile phone, characterizes the positions of a video object moving between images and its position offset, and selectively refreshes a screen zone as a function of a motion vector calculated in compliance with the MPEG 2/4 recommendations. This invention is applied to an MPEG 2/4 digital transmission system.
