PROBLEM TO BE SOLVED: To enhance reading performance and operability by reducing the number of changing times of recording media owing to access to the plurality of changeable recording media. SOLUTION: When a file access is requested from an application program 102, or the like, to the plurality of changeable recording media 124 housed in a changer device 119, or the like, a changeable recording medium 124 is identified for each file owner by using information in a medium registration table 110 registered by users or automatically registered by software. Further, if a file named at a reading request is stored in a recording medium different from a recording medium identified by the table 110, and file is moved to the identified changeable recording medium.
