PURPOSE: Provided is an apparatus for uniformly removing external skin such as old paint and residual coated on inner/outer wall sides of a building without scratch or damage to surface of the building. CONSTITUTION: The apparatus comprises a cylindrical body(18) having a power source with plug to receive 220 and 380V, a first electric motor to generate rotational movement by the power, a rotational axis(16) of the first motor integrally mounted on the first motor; and multiple steel wires(20) formed at equal spaces on surface of the body(18). Outer side of the body(18) is a metallic protection(22) in a semi-cylindrical chamber opened at one end. The protection(22) is larger than the diameter of the body(18) by 1.3 to 1.5 times. A fixture is coupled to both ends of the rotational axis(16) for the first motor. When rotating the body(18), the steel wires(20) do not contact the inner wall(26) of the protection(22), in turn, escape out of an opening(28) adjacent to the external skin such as paint coating.
