PROBLEM TO BE SOLVED: To provide a web cleaning device capable of surely preventing toner from sticking to a member to be cleaned such as a cleaning roller, capable of avoiding the occurrence of an abnormal noise and the breakage of a cleaning web, and capable of maintaining a good cleaning performance at all times. SOLUTION: As for the web cleaning device for cleaning the surface of a member to be cleaned by bringing the cleaning web in press contact with the member to be cleaned through a pressure member, the pressure member is provided with a local pressure increasing member for locally increasing the press contact pressure of the cleaning web against the member to be cleaned along the circumferential direction.
