PROBLEM TO BE SOLVED: To improve the filling accuracy in a filling device provided with a filling nozzle connected to a filling port of a container to fill the container with a fluid from a fluid supply source and formed to shut off a flow of the fluid before the predetermined quantity of the fluid is filled. SOLUTION: A filling valve device 34 formed freely to be switched to a first opening condition for running a required quantity of the fluid, a second opening condition for running a fine quantity of the fluid smaller than the required quantity, and the shut-off condition for shutting off the flow of the fluid is interposed in a fluid flow passage formed from the fluid supply source 94 to the filling nozzle 31. This filling valve device is formed to start to fill the fluid into the container in a first opening condition, and switched from the first opening condition to a second opening condition when stopping supply of the fluid, and thereafter, switched to the shut-off condition.
