PROBLEM TO BE SOLVED: To prepare expanded particles for multi-stage expansion which are low-density biodegradable polyester resin expanded particles exhibiting good multi-stage expandability, improved in the problem of deterioration in the mechanical properties during multi-stage expansion or thermal molding, and being capable of continuing to contain cells having strength enough to withstand to re-heating during multi-stage expansion or thermal molding. SOLUTION: There are provided polyester resin expanded particles for multi- stage expansion containing a base resin being a polyester resin containing at least 35 mol% aliphatic ester component in the main chain and having an apparent density of 0.064-0.2 g/cm3 and an average cell film thickness of 1.6-15μm.
