PROBLEM TO BE SOLVED: To easily and cost effectively eliminate variations in the thickness of a glass panel to be finally formed. SOLUTION: A plurality of sheets of sheet glass 1 and 2 are spatially arranged at a prescribed spacing in the thickness direction and resin spacers 3 for holding this spacing are disposed over the entire periphery of the sheet glass, by which a hermetically sealed space is formed. The thickness of the resin spacer is so regulated that the difference between the set thickness of the glass panel and the total thickness of the glass panel satisfies the following equation (1) when the set thickness of the glass panel is defined as T0 (mm) and the total thickness of the glass panel as T (mm).|T0-T|<=0.2 (mm) (1).
