A price management part 17 totalizes the number of purchase applications for the commodity as an object for purchase application in the purchase application information on plural purchase application information to calculate the total number of the purchase applications by each commodity, and changes the selling price of the commodity according to the total quantity of purchase applications for each commodity and the effectiveness information.
